There is a lot of debate over whether Google imposes penalties on duplicate content in their search engine rankings. I would personally be inclined to say that the penalties are probably not as strict as people think they are, but they are there. It makes perfect sense to me that they would be, with the thousands of spam blogs, or splogs, copying everyone else's content.

PLR, or Private Label Rights, usually come in the form of eBooks, articles, or autoresponder series. They are completely editable, and you are allowed to claim them as your own work. You can use PLR for all sorts of stuff, like for website content, your own eBook or report to sell, an e-course etc.

Niche Revolution is a PLR (Private Label Rights) membership program created by Brad and Matt Callen, who you probably have heard of. They are also responsible for Keyword Elite, Seo Elite, Affiliate Elite, HyperVRE and so on. Sure they have the credentials, but are they able to create a good PLR program.
In concept, yes. In practice, NO.
